In 2000, following an agreement between the Provincial Council of Bizkaia, the Santurtzi City Council, the Compañía Logística de Hidrocarburos (CLH), and the Port Authority of Bilbao, the process began to dismantle the facilities that CLH operated on the outskirts of Santurtzi, on the road to Zierbena, next to the Port.

DEURBE was actively involved from the very start of the process, helping convert this industrial site into a new residential area.

The planning work relied on the usual — but far from simple — urban planning documents, which included two targeted amendments to the municipal master plan (Modificaciones Puntuales del PGOU), a partial development plan (Plan Parcial), and the required land redistribution project (Proyecto de Reparcelación). The urban transformation process was completed with the execution of the works set out in the infrastructure development project (Proyecto de Urbanización). Thanks to this process, the land classification was changed from developable to urban.

As a result of this operation, by 2023, more than 600 homes had been built in the area, 75% of them under official protection status (subsidized housing).

To comply with Law 2/2006, 2,500 m² of commercial space was planned for the private facilities of the local systems network.

This "remitted planning area" (área de ordenación remitida) was a discontinuous zone whose two main parcels were separated by the route of the highway to the Port near its junction with Avenida de Iparraguirre, the road around which the new buildings are arranged.

The sector's morphology, with steep slopes and its main frontage facing Avenida de Iparraguirre, along with its close relationship to the town's urban fabric, largely shaped the layout that was developed.

We chose to place the open spaces and public housing facilities (Alojamientos Dotacionales) in the highest zone, and to concentrate the residential development in the lower zone along the newly opened road. This road continues the one starting at Regales Park and Avenida de Iparraguirre.

To achieve housing that makes the most of the best conditions of orientation, sunlight, and views, a series of open, freestanding buildings was designed, perpendicular to the main road and staggered to follow the terrain's topography. Precisely to optimize the site and allow better adaptation to the topography, a "platform" was proposed: the residential buildings, pedestrian public spaces, and green areas rise above it, while the commercial premises sit below it.
